"Dear citizens of Russia, citizens of Donetsk and Luhansk People's Republics, residents of Zaporozhye and Kherson regions, representatives of the State Duma and senators of the Russian Federation!

As is known, a referendum was held in the Donetsk and Lugansk People's Republics, Zaporozhye and Kherson regions. Its results have been aggregated, the results are known. People made their decision, they made a clear decision.

Today we are signing the agreements on the return of the Donetsk People's Republic, the Luhansk People's Republic, Zaporizhia and the Kherson region to Russia. I am sure that the Federal Assembly will support the constitutional laws on the adoption and establishment of four new regions, four new members of the Russian Federation, because this is the will of millions of people.
(Applause.) And this is, of course, their subject right, their inalienable right, which is enshrined in the first article of the UN Charter, which speaks directly about the principle of equal rights and self-determination of peoples.

I repeat: this is the inalienable right of the people, based on the historical unity, in the name of which the generations of our ancestors won, those who created and defended Russia for centuries from the origin of ancient Russia. Here, in Novorossiya, Rumyantsev, Suvorov and Ushakov fought, II. Catherine and Potemkin founded new cities. Our grandfathers and great-grandfathers died here during the Great Patriotic War.

We will always remember the heroes of the "Russian Spring", those who did not agree to the neo-Nazi coup in Ukraine in 2014, all those who died to be able to speak their mother tongue, preserve their culture, traditions, faith, and their right to life. These are the fighters of Donbass, the martyrs of the "Odessa Katyn", the victims of the inhuman terrorist attacks carried out by the Kyiv regime. These are volunteers and policemen, these are civilians, children, women, the elderly, Russians, Ukrainians, people of various nationalities. Such is the real leader of the people of Donetsk, Alexander Zakharchenko, such are military commanders Arsen Pavlov and Vladimir Zhoga, Olga Kochura and Alexei Mozgovoi, such is the prosecutor of the Luhansk Republic, Sergey Gorenko. Such is Nurmagomed Gadzhimagomedov paratrooper and all our soldiers and officers who died brave deaths during the special military operation. They are heroes. (Applause.) Heroes of Great Russia.

Behind the choice of millions of the Donetsk and Luhansk People's Republics, Zaporozhye and Kherson regions is our shared destiny and our thousand-year history. People passed on this spiritual connection to their children and grandchildren. Despite all the trials and tribulations over the years, their love for Russia was unwavering. And no one can destroy this feeling in us. That is why both older generations and young people, those who were born after the tragedy of the collapse of the Soviet Union, voted for our unity and our common future.

In 1991, in Belovezhskaya Pushcha, representatives of the party elite at the time decided to collapse the Soviet Union without consulting the will of ordinary citizens, and people suddenly found themselves separated from their homeland. This division and dismemberment turned into a national disaster. Just as the borders of the union republics were cut behind the scenes after the revolution, so the last leaders of the Soviet Union, contrary to the direct will of the majority of the people in the 1991 referendum, destroyed our great country, simply presenting the people with the facts.

I am aware that they did not fully understand what they were doing and what the consequences would be in the end. But that doesn't matter anymore. There is no Soviet Union, the past cannot be returned. Yes, and Russia does not need it today, that is not what we are striving for. But there is nothing stronger than the determination of millions of people who consider themselves part of Russia based on their culture, faith, traditions, language, whose ancestors lived in one state for centuries. Nothing is stronger than the determination of these people to return to their real, historical homeland.

For eight years, they subjected people to genocide, shelling and blockade in Donbass, Kherson and Zaporozhye, and tried to criminally instill hatred towards Russia and all Russians. Now, even during the referendums, the Kiev regime threatened school teachers and women working in election committees with violence and death, and intimidated the millions of people who came to express their will with repression. But the unbroken people of Donbass, Zaporozhye and Kherson decided.

I would like the Kiev authorities and their real Western masters to hear that everyone remembers this: the people living in Luhansk and Donetsk, Kherson and Zaporozhye will become our citizens forever. (Applause.)

We call on the Kyiv regime to immediately cease fire, all hostilities, the war it launched back in 2014, and return to the negotiating table. We are ready for this, this has been said more than once. But we will not talk about the election of the people of Donetsk, Luhansk, Zaporozhye and Kherson, their decision has been made, and Russia will not betray them. (Applause.) Today's authorities in Kyiv must treat the free will of the people with respect, nothing else. This is the only way to peace.

We will protect our land with all the forces and means at our disposal and do everything to ensure the safe life of our people. This is the great liberating mission of our people.
We resolutely rebuild destroyed cities, homes, schools, hospitals, theaters and museums, restore and develop industrial enterprises, factories, infrastructure, social security, pensions, health and educational institutions.

Of course, we will also work on improving security. Together, we will ensure that the citizens living in the new regions feel the support of the entire people of Russia, the entire country, all republics, all areas and regions of our vast Motherland. (Applause.)

Dear friends and colleagues!
Today, I would like to address the soldiers and officers participating in the special operation, the soldiers of Donbass and Novorossiya, those who, following the partial mobilization decree, are joining the ranks of the armed forces in fulfillment of their patriotic duty, and have come to the military registration and enlistment offices at the call of their hearts. I want to turn to their parents, wives and children to tell them why our people are fighting, what kind of enemy is facing us, who is pushing the world into new wars and crises, extracting their bloody profit from this tragedy.

Our compatriots and brothers in Ukraine - the native part of our united people - saw with their own eyes what the ruling circles of the so-called West are preparing against all humanity. Here, they really just dropped their masks and showed their true selves.
After the collapse of the Soviet Union, the West decided that the world, all of us, would have to put up with their dictates forever. Then in 1991, the West expected that Russia would not recover from such shocks and would disintegrate on its own. Yes, it almost happened - we remember the 90s, the terrible 90s, drifting around hungry, cold and hopeless. But Russia resisted, revived, strengthened and once again took its rightful place in the world.

At the same time, the West has always been looking for new opportunities to hit us, weaken and destroy Russia, which it has always dreamed of, they are constantly trying to divide our country and pit our peoples against each other. It simply annoys them that there is such a great, huge country in the world with its territory, its natural treasures, its resources, a people that cannot and will never live according to the orders of others.

The West is ready to go to great lengths to preserve the neo-colonial system that allows it to parasitize with the dollar and its technological superiority, even rob the world to collect extra taxes from humanity, the main source of undeserved prosperity , the hegemon's annuity. Maintaining this charade is the most important thing, it is their true and absolutely self-serving motive. That is why full de-sovereignation is in their interest. Hence their aggression against independent states, traditional values ​​and cultures, their attempts to undermine the international and integration processes under their control, new world currencies and technological development centers. For them, it is critical that all countries surrender their sovereignty to the United States.

The ruling elite of some states voluntarily undertake this, voluntarily agree to become their vassals; others are bribed and intimidated. And if they fail, they destroy entire states, leaving behind humanitarian disasters, ruins, millions of ruined and tangled human destinies, terrorist enclaves, social disaster zones, protectorates, colonies and semi-colonies. They care about nothing but their own gain.

I would like to emphasize once again: precisely in their greed, in their desire to preserve their unlimited power, are the real reasons for the hybrid war that the "collective West" is waging against Russia. They don't wish us freedom, they want to see us as a colony. They don't want partnership cooperation, they want to rob us. They don't want to see us as a free society, but as a mass of soulless slaves.

For them, our thinking and philosophy are a direct threat, so they attack our philosophers. Our culture and art are a threat to them, so they try to ban them. Our development and well-being are also a threat to them - the competition is growing. They don't need Russia, we do. (Applause.)

I would like to remind you that past demands for world domination have been crushed more than once by the courage and tenacity of our people. Russia will always be Russia. We will continue to protect our values ​​and our homeland.

The West expects impunity, they think they can get away with everything. In fact, they've gotten away with it all so far. Agreements in the field of strategic security are thrown into the trash; agreements reached at the highest political level are declared false; their firm promises not to expand NATO to the east, with which they deceived our former leaders, turned out to be flat-out lies; contracts on anti-missile defense and short- and medium-range missiles were unilaterally terminated under a fabricated pretext.

All we hear from everywhere is that the West stands for an order based on rules. Where did these rules come from? Who has seen these rules? Who agreed with them? Look, this is just dumb nonsense, sheer deception, double or even triple standards! This is made up for people who buy this dumb nonsense.

Russia is a thousand-year-old superpower, a country-civilization, and it will not live by such falsified, false rules. (Applause.)
The so-called West is the one that trampled on the principle of the inviolability of borders and now decides at its own discretion who has the right to self-determination and who does not, who is worthy and who is not. Why they decide this way, who gave them such a right, is not clear. For themselves.

That is why the choice of people living in Crimea, Sevastopol, Donetsk, Lugansk, Zaporozhye and Kherson causes them to be wildly angry. This West has no moral basis to value democracy and freedom. There is not, and never was!

The Western elite does not only deny national sovereignty and international law. Their hegemony bears the marked characters of totalitarianism, despotism and apathy. They brazenly divide the world into their vassals, the so-called civilized countries, and the others who, according to the plan of today's Western racists, should be added to the list of barbarians and savages. The false labels - "excluded country", "authoritarian regime" - are already ready, they stamp entire peoples and states. There is nothing new in this: the Western elite have remained as they were - colonialists. They distinguish peoples, they have first-order and second-order peoples.

We have never accepted and never will accept such political nationalism and racism. And what is Russophobia, if not racism, which is now spreading all over the world? What, if not racism, is the West's firm belief that its civilization, its neoliberal culture, is an indisputable model for the whole world? "He who is not with us is against us." It even sounds weird.

Even the regret of their own historical sins is blamed by the Western elite on everyone else, and they demand penance from the citizens of their countries and other peoples, which they have nothing to do with, for example, due to colonialism (BLM)

It is worth reminding the West that their colonial policy began in the Middle Ages, followed by the global slave trade, the genocide of Indian tribes in America, the looting of India and Africa, the wars of England and France against China, as a result of which China was forced to open its ports to the opium trade. Entire nations were addicted to drugs, entire ethnic groups were deliberately exterminated for their land and resources, and a real hunt was organized for people like animals. It is against human nature, truth, freedom and justice.

And we are proud of the fact that in the 20th century our country was at the forefront of the anti-colonial movement, which opened the opportunity for development to many peoples of the world in order to reduce poverty and inequality, to fight hunger and disease.

I emphasize that one of the reasons for the centuries-old Russophobia, the unconcealed malice of the Western elites towards Russia, is precisely the fact that during the colonial conquests we did not allow ourselves to be robbed, we forced the Europeans to trade for mutual benefits. We achieved this by creating a strong centralized state in Russia, developed and strengthened on the great moral values ​​of Orthodoxy, Islam, Judaism and Buddhism, Russian culture and the Russian language accessible to all.

It is known that intervention plans were made several times against Russia, they tried to take advantage of the problems of the early 17th century and the period of upheavals after 1917, but these attempts also failed. The West nevertheless managed to acquire Russia's wealth in the late 20th century when the state collapsed. Back then, they called us friends and partners, but in reality they treated us like a colony - billions of dollars were siphoned out of the country in the framework of various schemes. We all remember everything, we have not forgotten anything.

Western countries have been repeating for centuries that they bring freedom and democracy to other peoples. The exact opposite always happens: instead of democracy - oppression and exploitation; instead of freedom - there will be slavery and violence. The entire unipolar world order is inherently anti-democratic and not free, but deceitful and hypocritical.
The United States is the only country in the world to have used nuclear weapons twice, destroying Hiroshima and Nagasaki. By the way, they set a precedent.

Let me also remind you that the United States, together with the British, destroyed Dresden, Hamburg, Cologne and many other German cities during World War II without military necessity. And they did this defiantly, without any, I repeat, any military necessity. There was only one goal: as in the case of the Japanese atomic bombings, to intimidate our country and the whole world.
The United States left a terrible mark on the memory of the peoples of Korea and Vietnam with barbaric "carpet bombings", using napalm and chemical weapons.

To this day, they keep Germany, Japan, the Republic of Korea and other countries practically under occupation, while cynically calling them equal allies. What kind of alliance is this? The whole world knows that the leaders of these countries are being watched, listening devices have been installed in the offices and homes of the first people of these states. It's a shame! Shame on those who do, and on those who slavishly and meekly swallow this rudeness.

They call the instructions given to their vassals Euro-Atlantic solidarity, the development of biological weapons, and experiments on people living in Ukraine, among others, are called medical experiments with a noble purpose.

With their destructive policies, wars and robbery, they caused today's colossal jump in migration waves. Millions of people suffer deprivation, abuse, and die by the thousands while trying to reach the same Europe.
Now they export bread from Ukraine. Where does this grain go under the pretext of "creating food security for the world's poorest countries"? Where is he going? Everything goes to the same European countries. and a maximum of 5 percent goes only to the world's poorest countries. Yet another fraud and outright deception.

The American elite is actually using the tragedy of these people to weaken its competitors and destroy nation-states. This also applies to Europe, it also applies to the identity of France, Italy, Spain and other countries with a long history.

Washington is demanding more and more sanctions against Russia, and most European politicians mildly agree. They are aware that the United States, by pushing through the EU's complete renunciation of Russian energy carriers and other resources, will practically lead to the deindustrialization of Europe and the complete takeover of the European market - these elites understand everything, they understand everything, but they rather serve the interests of others. This is no longer servitude, but a direct betrayal of their people. But God bless them, that's their job.

But sanctions are not enough for the Anglo-Saxons, they switched to sabotage - unbelievable, but true - after organizing explosions on the international gas pipelines of the Nord Stream, which run on the bottom of the Baltic Sea, they actually started to destroy the pan-European energy infrastructure. It is clear to everyone who benefits from this. Whoever would benefit from this blew it up.

American dictation is based on brute force, the rule of the fist. Sometimes beautifully wrapped, sometimes unwrapped, but the bottom line is the same - rule of thumb. Hence the installation and maintenance of hundreds of military bases in all corners of the world, the expansion of NATO, attempts to create new military alliances such as AUKUS and the like. Active work is also underway to establish a military-political relationship between Washington-Seoul-Tokyo. All states that possess or aspire to real strategic sovereignty and are able to challenge Western hegemony are automatically categorized as enemies.

The military doctrines of the US and NATO are based on these principles, which demand nothing less than total domination. The neo-colonial plans of the Western elite are hypocritically presented, they pretend peace, but talk about some kind of restraint, and this cunning word wanders from one strategy to another, but in reality it means only one thing - to undermine every sovereign center of development.
We have already heard about the retrenchment of Russia, China and Iran. Asia, Latin America, Africa, other countries in the Middle East, and current partners and allies of the United States are next in line. We know that if they don't like something, they apply sanctions even against their allies - first one bank, then the other; now against one company, then against another. The method is the same and it will be expanded. They target everyone, including our closest neighbors - the CIS countries.

At the same time, the West sets desired things as reality. So when they launched a blitzkrieg of sanctions against Russia, they thought they could get the whole world to line up again at their command. But, as it turned out, this was far from the case - perhaps they just managed to get the complete political masochists and admirers of other non-traditional forms of international relations on their side. Most states are not willing to "swallow" this frog and have chosen a reasonable way to cooperate with Russia.
The West obviously did not expect such resistance from them. They are used to acting according to a template, they take everything arbitrarily, blackmail, bribe, intimidate, and make themselves believe that these methods will work forever, as if they are stuck in the past.

Such self-confidence is not only a direct product of the infamous concept of one's exclusivity, but also of the Western "hunger for information". They drowned the truth in an ocean of myths, illusions and fakes, using extremely aggressive propaganda, recklessly lying like Goebbels. The more unbelievable the lie, the faster they will believe it - this is how they act.

But people cannot be fed printed dollars and euros. You cannot feed yourself with these pieces of paper and it is impossible to heat your home with the virtual, inflated capitalization of Western social networks. All this is very important, what I am talking about now. You can't feed anyone with paper money - you need food, and nothing is heated with these inflated capitalizations - you need energy carriers.

Therefore, politicians living in Europe must convince their fellow citizens to eat less, wash less frequently and dress warmer at home. And those who begin to ask legitimate questions: "Why exactly is this so?" - are immediately declared an enemy, extremist and radical. They point to Russia, they say: it is here, they say, who is the source of all your troubles. They are lying again.

What I want to emphasize: there is every reason to believe that the Western elite will not look for a constructive way out of the global food and energy crisis, which is their fault, the consequences of their many years of policy, which they started long before our special military operation in Ukraine and Donbass. They do not want to solve the problems of injustice and inequality. It is feared that they are ready to use other recipes that are familiar to them.

And here it is worth recalling that the profits from the First and Second World Wars allowed the United States to finally overcome the consequences of the Great Depression and become the largest economy in the world, forcing the role of the dollar as the global reserve currency on the planet. And the crisis of the 1980s was largely overcome by the West by appropriating the legacy and resources of the disintegrating and eventually collapsing Soviet Union. This is a fact.

Now, in order to get out of another tangle of contradictions, they must break Russia and the other states that choose the sovereign path of development at all costs, in order to further steal other people's wealth and fill the holes in their own budgets with other people's money. If that doesn't happen, I don't think it's out of the question that they'll try to push the financial system into a complete collapse, which would explain everything, or, God forbid, they'll decide to use the well-known "war will explain everything" method.

Russia is aware of its responsibility to the world community, and we will do everything we can to bring such hotheads to their senses.
It is clear that the current neo-colonial model is ultimately doomed. But I repeat that his real owners will stick to him until the end. They simply have nothing to offer the world except the same system of robbery and extortion.

In fact, they are spitting on the natural right of billions of people, the majority of humanity, to freedom and justice to build their own future. Now they have completely moved on to a radical denial of moral standards, religion and family.
Let's answer some very simple questions. Now I want to go back to what I said, I want to say to all the citizens of the country – not just to your colleagues in the room – to all the citizens of Russia: do we want it here, in our country. , in Russia, instead of mother and father, "parent number one" and "parent number two", maybe "parent number three"? Do we really want our schools to force perversions that lead to degradation and extinction on our children from elementary school? Do we want them to be brainwashed that there are supposed to be genders other than women and men and offered gender reassignment surgery? Do we want all this for our country and our children? For us, all this is unacceptable, we have a different, our own future.

Again, the dictatorship of Western elites is directed against all societies, including the people of Western countries themselves. This is a challenge for everyone. Such a complete denial of man, the overthrow of faith and traditional values, and the suppression of freedom bear the characteristics of "reverse religion" - straight Satanism. In the Sermon on the Mount, Jesus Christ condemned the false prophets and said: "You shall know them by their fruits." And these poisonous fruits are already obvious to people - not only in our country, but in all countries, including many people and the West itself.

The world has entered a period of revolutionary transformations, these are of a fundamental nature. New development centers are being formed, they represent the majority - the majority! - of the world community, and they are ready not only to declare their interests, but also to defend them, they see multipolarity as an opportunity to strengthen their sovereignty, thereby gaining real freedom, a historical perspective, independence, creative rights, and development.

All over the world, including Europe and the United States, as I said, we have many like-minded people and we feel and see their support. The liberating, anti-colonial movement against unipolar hegemony is already emerging in a wide variety of countries and societies. Its importance will only grow. This force will determine the geopolitical reality of the future.

Dear friends!
Today, we are fighting for a just and free path, primarily for ourselves, for Russia, so that dictatorship and despotism will forever remain in the past. I am convinced that countries and peoples understand that a policy based on the exclusivity of anyone and the oppression of other cultures and peoples is inherently criminal, so we must turn over this shameful page. The collapse of Western hegemony is irreversible. And I repeat: It will never be the same again.

The battlefield to which fate and history have called us is the battlefield of our people, the great historical Russia. (Applause).
Today we are fighting so that no one ever remembers that Russia, our people, our language, our culture can be taken away and erased from history. Today we need the consolidation of the whole society, and such cohesion can only be based on sovereignty, freedom, creativity and justice. Our values ​​are humanity, mercy and compassion.
And I would like to end my speech with the words of a true patriot, Ivan Aleksandrovich Ilyin: "If I consider Russia my country, it means that I love, look and think, sing and speak in Russian; that I believe in the spiritual power of the Russian people. His spirit is my spirit; his fate is my fate; his suffering is my sorrow; its flourishing is my joy.”
Behind these words lies a great spiritual choice, followed by many generations of our ancestors for more than a thousand years of Russian statehood. We are making this decision today, the citizens of the Donetsk and Luhansk People's Republics, the residents of the Zaporizhia and Kherson regions have made this decision. They decided to continue their lives with their people, the Motherland, and win together with it.

Behind us is the truth, behind us is Russia!"
